- Elections for SCC Representatives:
- Elections will be held prior to the September SCC meeting, but after the start of the school year (July 1st)
- Notification of election dates and procedure for declaring interest in serving on the SCC will be given with the online registration information, and posted on the website.
- If there are fewer than 6 candidates, all parents will be allowed to serve on the SCC, for a maximum of 10 parent members.
- If there are more candidates than available seats, an election will be held and two alternates will be selected from the remaining candidates in the order of the number of votes received.
- Alternates will be appointed as voting members of the council if a seat is vacated prior to the end of the school year and the council votes to fill the vacated seat.
- Elections will be held at the school during the week of Back to School Night.
- All elected positions are for 2 year terms.
- Expectation of Attendance:
- If for some reason a member cannot attend a scheduled meeting, notification should be given to the Chair or Principal prior to the meeting.
- If an SCC member misses three meetings in a row during a given school year, they will be invited to attend the next meeting or be removed as a voting member of the SCC. If the member resigns as an option, the respective groups (parent or employee) can appoint a replacement. If alternate members are selected, their appointment will be ratified by the SCC. If the number of the respective group still remains at or above the minimum number then a replacement isn’t necessary, but a majority vote will be taken to determine if a replacement is wanted. If no alternates are able to serve, and by vote it is determined the seat needs to be filled, the SCC may seek out parents or school employees to be appointed.
- Meetings:
- The SCC will meet monthly September through April, excluding December. Meeting rescheduling will be done through email and then posted on the website. The majority of the council must approve of canceling and/or calling additional meetings.
- A quorum has been qualified by the legislature as a majority of members with the stipulation that the majority must follow the legal composition of the council and have at minimum two more parent members than employee member present to vote.
- Meetings Norms:
- Meetings will begin on time, use time wisely and finish on time, and stay focused on the agenda.
- A speaker must be recognized by the Chair before addressing the group.
- Members and guests will come prepared to participate and avoid side conversations.
- Respect for others in verbal and non-verbal communication will be shown at all times.
- Avoid disruptions by silencing cell phones and taking necessary calls or conversations out of the room during meetings.
- Leadership positions include:
- Principal: Works with the Chair and Vice-Chair to create agendas and is responsible to take on the secretary role if that person is not in attendance.
- Chair: Creates agendas with the Principal and conducts the meetings. Other duties as outlined in CSD policy. Will be elected from the parent group.
- Vice-Chair: Works with the Chair and conducts the meeting in the case of the Chair’s absence. Will be elected from the school employee group or parent group.
- Secretary: Takes notes at the meeting and creates the minutes for approval by the SCC.
- PTSA Liaison: may fall into one of the following three categories:
- An elected parent member of the committee
- Current PTSA President (voting rights only if an elected member of SCC)
- An ex-officio non-voting member.
- Discussion/Planning Items for the SCC:
The SCC may invite any person/group to make a presentation on issues pertinent to the role of the SCC. The items that are appropriate for discussion by SCC include, but not limited to:- School Improvement Plan (CSIP)
- School LAND Trust Plan
- Teacher and Student Success Act (TSSA) Plan
- Advise and make recommendations regarding school programs, professional development and issues relating to the community environment for students.
- Parent/School communication and involvement.
- Safe Walking Route
- Additional Topics: A patron may bring a topic to the SCC by contacting the Chair at least one week prior to the scheduled meeting and asking to be added to the agenda. An individual will be given adequate time to present—no more than 5 minutes. A group (3 or more) will be given up to 8 minutes to present as a group. The council, as a body, may then choose to further discuss the topic or add the topic to an agenda for future discussion.
- Items not to be discussed by the School Community Council include:
- Personal issues
- Individual student information
These Bylaws will be posted on the SCC page of the school website. Each SCC member will read and agree to abide by the Bylaws as signified on their declaration of candidacy and at the beginning of each school year.
